Guwahati, Feb. 24: Assam Public Service Commission (APSC) examinations promise to be more transparent and smooth now, with automation of the entire process — right from assessing applications to preparation of results.

Chief minister Tarun Gogoi today announced introduction of the system at a function in the APSC building at Khanapara here.

Speaking on the occasion, Gogoi said the system would help maintain transparency in the examination system, adding that the commission has to select candidates who are efficient, sincere and committed. “Officials should have the capacity to anticipate the problems coming up in the future,” he said. He also said there was a shortage of Assam civil service officers, which is creating problems for the government.

Chairman of the commission, Geeta Basumatari, said the intelligent character recognition system would automate every step of the existing examination process. “The system has the capability to verify and validate each record with less human intervention, making it an error free and unbiased process. The time taken in the process from stage of application to the declaration of results would be much lesser than what was generally taken for manual processing,” Basumatari said.

She said the commission faces a lots of problems like delay in holding of examinations on time, absence of financial autonomy, and an increasing number of court cases, to name a few. “This is the first stage in the improvement of the examination system and later, we can conduct examinations online,” she added.

She said the situation had slightly improved now as the commission now had a principal controller of examinations, a law officer and a research officer.

The commission conducts combined competitive examinations and departmental examinations and recommends candidates for direct recruitment to the various state government services, advises the government on the principles to be followed to assess the suitability of officers for promotion and others. Examinations conducted by the commission faced criticism a number of times in the past, as there have been allegations of favouritism, corruption and results not being declared on time.

The Union Public Service Commission, popularly known as UPSC, has announced the final results of Indian Forest Service Examination 2010, today i.e. February 21, 2011. The examination was conducted in July 2010. Union Public Service Commission (UPSC), New Delhi, has invited applications for Civil Services (Preliminary) Examination 2011, popularly known as CSE. The 17th (Association of Minimal Access Surgeons of India) AMASI Skill Course and FMAS Exam was inaugurated today at Shija Hospitals and Research Institute. Prof. (Dr.) Ng. Bijoy, Hon’ble MLA (Khurai A/c), Dr. Dilip Gode, President Elect, AMASI, Dr. H. Manihar, Chairman, ASI Manipur Chapter, Dr. Kh Palin, CMD, Shija Hospitals and Research Institute presided over the function as Chief Guest and Guest of Honour.
 The inaugural function started with an opening song from students of Shija Academy of Nursing.
 
Dr. Kh Palin, CMD, Shija Hospitals and Research Institute, Langol in his speech shared the mission and vision of the hospital. He also elaborated on the achievements of the hospitals and how it has worked towards bringing in the much needed advanced quality healthcare to the region.

Dr. H. Manihar, Chairman, ASI Manipur Chapter appreciated the effort of holding the Skill Course and FMAS Exam in Manipur. He also prided on the ability to hold the skill course in Manipur which is first of its kind in Eastern India. Complementing the effort put in by Dr. Jugindra, the convener of the 17th AMASI Skill Course and Medical Superintendent of Shija Hospitals he welcomed the delegates to the course and wished them luck for the FMAS exam.

The President Elect of AMASI Dr. Dilip Gode complimented the effort being put in to make the skill course a success. He also thanked the convener for agreeing to host the skill course at Shija Hospitals and Research Institute. Elaborating on the importance of the Fellowship of Minimal Access Surgeon (FMAS), he mentioned that its primary objective is to ensure that the FMAS holder surgeons are trained to perform Laparoscopic Surgery as per the agreed standards being followed.

Prof. (Dr.) Ng. Bijoy, Hon’ble MLA and Chief Guest of the function in his speech mentioned of the benefits of Minimal Access Surgery. He also dwelt on the difficulty in the past in transfer of knowledge and technology. He appreciated the platform provided by AMASI wherein young surgeons from all over can get themselves acquainted with the latest in Laparoscopic surgery. Praising the host hospital, Shija Hospitals and Research Institute, he mentioned that Shija Hospitals is today a name to reckon with in terms of health tourism in the region. He welcomed the delegates to this part of the India and wish them a pleasurable stay.

Delivering the Vote of Thanks, Dr. Jugindra S, Convener of 17th AMASI Skill Course and FMAS Exam thanked the dignitaries on the dais and he also extended his gratitude to the delegates from all over India who has agreed to travel all the way to attend the conference.

The 17th AMASI Skill Course and FMAS Exam is scheduled from 17th to 19th February 2011. The course and exam will be held at Shija Hospitals and Research Institute. During the conduct of the course there are lectures, live workshop and demonstration which will be followed by an FMAS Exam.

The State Board of Education will consider a proposal today to raise the passing score for a state standardized test.  Officials believe raising the scores will paint a more accurate picture of student's readiness for college.  The higher scores would affect the Michigan Education Assessment Program and the Michigan Merit Exam.  If the measure passes, the higher scores would go into effect for the 2011-2012 school year.
